Havering’s Places Overview and Scrutiny committee, 14th September 2023

Two very contrasting items dominated this meeting. The first was a presentation by an enthusiastic officer who had a good story to tell. Ray Morgon has emphasised good communications with the public and so will be delighted to know that the call centre is putting in a stellar performance with a mere 30 second wait for response.

The perennial problem for councils is the management of voids. Here was a very good report where the housing stock has not been allowed to rot in extended periods of neglect. Mandy Anderson (32 minutes)¹ said that she’d noticed the improvement in housing maintenance in her casework.

The Green Flag Award recognises parks of a high standard. There is a great deal of civic pride involved in having 16 of Havering’s parks acknowledged in this way. The officer said 16 was the limit because of resource constraints. A spokesman for Friends of Raphaels and Lodge Park gave a presentation (51-4 mins). What was said was probably unwelcome. He felt Raphaels Park was unworthy of the honour and they’d nearly written to the Green Flag organisers to say so. For example, the grass had only been cut twice this year in June and September.²

Every councillor who contributed to this meeting spoke well.

‘Living in Havering’ Magazine, 23rd August 2023

In 2018 Damian White made the taxpayer funded Living in Havering a Conservative Party newsletter. The latest HRA edited magazine is going the same way.¹

Ray Morgon, or is it Gillian Ford?² has written an article on the introduction of ULEZ in Havering. It’s a biased political statement.

They begin their rant, “The expansion of the zone has been incredibly unpopular in outer-London boroughs.” Morgon-Ford depend on the ravings of Twitter and Conservative propaganda for their opinions. Redbridge Council, an outer-London borough, in their version of Living In Havering,³ place ULEZ as their 8^th item in a single sentence, “The Ultra Low Emission Zone (ULEZ) will be Londonwide from Tuesday, 29 August 2023.” Redbridge inform residents about matters of direct concern to them, not party-politics at the taxpayers’ expense.

Morgon-Ford keep on digging, “Unfortunately, the scheme is only available to those that live in London, so people and businesses outside of the borough that need to drive in for work, are not eligible for any support.”

They want Londoners to pay for the upgrading of Brentwood residents’ cars.⁴ HRA want to increase the GLA precept to subsidise Conservative county councils. If they think ULEZ is unpopular, they want to try that one.

HRA’s Living In Havering is taxpayer funded and shouldn’t be a party-political propaganda sheet. If they want to know what a proper Council magazine looks they should read Redbridge Update.

Havering Councillor: Keith Prince (Squirrels Heath)(part two)

It’s difficult to overstate how unique Keith’s political position is. He’s a councillor for both the GLA and Havering.¹ Conservative Central Office parachuted Keith into Havering because it needs political maturity. Keith is a veteran of local politics and will inject realism into Romford Conservatives. They’ve lost power after 20 years, which is ominous. Lost power in a Conservative heartland!²

Keith was elected 33 years ago as a Havering councillor. He moved to Redbridge, became Leader and effortlessly slid into the GLA in 2016.³ In 2022 he ousted Damian White from Squirrels Heath ward. Damian saw it coming and finessed the attack by shifting to Havering-atte-Bower ward. He then politically manipulated naïve new councillors⁴ from Rainham, winning the 2022 Conservative leadership election. A triumph of political manoeuvering.

Game, Set and Match to Damian.

It was temporary.⁵ Keith won the group election in 2023 and Damian is yesterday’s man. Keith believes he’ll solve Romford’s ‘problem’ with time to spare. He’s a GLA councillor with 400,000+ constituents, a Havering councillor, and Leader of the Conservatives. Superman?

At Annual Council Keith misunderstood procedure. A blip? Havering needs a strong Opposition to keep HRA/Labour on their toes.

Havering Councillor: Damian White (Havering-atte-Bower)

Damian has had a stellar career, which is now ending. First elected in 2010, he became deputy-Leader, 2014-18, and Leader of the Council, 2018-22. In 2019 he nearly became an MP in the Boris Johnson landslide.¹ That was his finest hour.

Damian controlled Conservative councillors with pot-of-gold politics. The allowance system was manipulated to ‘reward’ them. He relied on three RA² councillors, from Harold Wood, for his working majority. They too were richly rewarded.

The 2022 election was disastrous for Damian. Havering’s new coalition Administration³ didn’t include Conservatives. They lost power for the first time in 20 years. Collectively, losing the election cost them hundreds of thousands of pounds in allowances. Damian lost thousands of pounds as well as his status as Leader. It’s debatable which was worse.

Since the 2022 election, Damian has become an absentee councillor even though he remains Leader of the Conservatives. His attendance at committees is an appalling 33%.⁴It could be that he is having a gigantic sulk. What’s certain is that if he was an employee he’d be sacked.

The Conservative group’s Leadership election in May should see Damian replaced by someone more dynamic or, at the very least, visible. A likely successor is Keith Prince, seen here with Andrew Rosindell at a St George’s Day celebration.

Havering Council Meeting: 22nd March, 2023

Damian White’s ten-month sulk is over.¹ He’s positioning Conservatives in their new opposition role. Damian is ‘Love-Bombing’ the HRA/Labour administration with helpfulness.

At Question Time there were 15 questions and four resulted in requests for further meetings or, even steering groups to help deal with issues. Paul Middleton (@50)² looked as if he’d been ambushed over the Leisure centre by Damian. Keith Darvill (@54) positively embraced Damian in his Climate Change role. Christine Vickery (1:01) was brushed off by Barry Mugglestone but came back for more over CCTV in Ardleigh Green. Finally, Joshua Chapman (@1:04) had a meeting of minds with Paul McGeary.

Damian’s new ‘Love-Bombing’ policy triumphantly concluded the meeting. Keith Prince (@2:01) accepted an HRA Amendment in its entirety. Keith’s skill-set doesn’t usually include sweetness and light and everyone reeled back. A political earthquake! The CEO was so shocked he took legal advice on what a composite motion meant in this situation. Four minutes later the wrong decision was made.

Judith Holt (@17) hadn’t read Damian’s memo. She presented a petition for anti-ULEZ warriors and read their diatribe even though it’s against Council procedure. The Mayor silenced her and was roundly booed.

‘New Conservativism’ is pleasing but what does Damian really have in mind? Endlessly fascinating.

Havering Council Meeting, 18th January 2023

Damian ‘Mick Lynch’ White has led the Romford Conservatives out on strike. The ‘Winter of Discontent’ suits his mood.¹ He doesn’t like his loss of allowances and powerlessness. This council meeting, for the first time ever, had no opposition motions. The Mayor was so pleased he nearly did a jig at the end of the meeting.

The Conservatives used Question Time instead of motions.² As is traditional, only innocuous questions are asked. Question One by David Taylor concerned Romford FC. This has appeared every four years since the 1990s and isn’t a Number One question. Subsequently David tried a knockabout on London Mayor Sadiq Khan’s consultation methods but he doesn’t know how to land a glove. (We all missed Keith Prince’s ranting passion.)

Question Four about bin collection was pure Martin Goode gold. Barry Mugglestone was brusque. He pointed out Havering doesn’t revolve round Harold Wood. Question Five from Viddy Persaud became a trick question when Barry explained the difference between standing water and floods. She isn’t quick on her feet and floundered. Question 14 on homelessness was complex. Neither the question nor answer were understandable but Joshua Chapman and Paul McGeary seemed happy: so that’s alright then!

But were Havering’s taxpayers served well? Not at all. It was disgraceful.

Havering’s Million Pound Mistake, 2019-22

Damian White, Havering’s Council Leader in 2019, signed a contract with the MetPolice¹ costing a million pounds over three years. He did this for bragging rights in the ‘fighting’ crime Conservative agenda. The contract paid for Havering to have five additional police officers who clearly couldn’t make a difference. The contract wasn’t just about policing, it was also a PR stunt.

Havering is,

“….among the top 10 safest cities, and the 1,978th most dangerous location out of all towns, cities, and villages.”²

The Conservatives’ fantasy is that only they can be trusted to fight crime. Their posturing will cost taxpayers an additional million pounds to the MetPolice GLA precept.³ Havering’s only significant crime area relates to cars. The five police officers can’t make a difference because they don’t have cars. (Police cars were an optional extra in Damian’s contract.)

The RM13 postcode area had 267 offences for every 10,000 vehicles – more than double the national average of 121.⁴(my emphasis)

The MetPolice contract is flaky and should wither away. Unfortunately, if it isn’t renewed, Ray Morgon’s HRA/Labour administration will be vilified as ‘Soft on crime.’

Havering Councillor: Keith Prince (Con: Squirrels Heath)(part one)

Keith is a superstar in Havering’s Town Hall. He’s been a councillor for 32 years in various places. He began his career in Havering, moved to Redbridge becoming Leader of the Council, and then a GLA councillor.¹ He’s still a GLA councillor – he was re-elected in 2021 – with a massive majority. And in May, 2022 was elected as a Havering councillor. What’s going on?

Keith, like all successful politicians, can smell political blood. While campaigning last year he noticed Romford Conservatives weren’t a happy ‘Band of Brothers’. So, he did the obvious thing and seized the opportunity. Damian White was ousted from his seat in Squirrels Heath. He inserted himself into the newly created vacancy and was elected in May, 2022. Keith is simultaneously a GLA and Havering councillor. Maybe he doesn’t believe that being a Havering councillor is time consuming?

Keith has made two rare misjudgments. He thought Havering would be ruled by the Conservatives and he’d be Leader. Now he’s in Sadiq Khan’s GLA and is a councillor with an HRA² Administration in Havering. It’s enough to make a grown man weep.

If Romford Conservatives weren’t a happy ‘Band of Brothers’ in 2021, it’s hard to imagine what it’s like now. And they don’t even have Allowances to keep them interested any more.

Addendum: Register of Interests

Keith’s mentor Boris Johnson, aka The Great White Shark, has taught him to be unworried about trivialities like legal obligations. Keith still hasn’t filled in his Register of Interests, which was due no later than 2^nd June 2022.³

Havering Annual Council meeting, 25th May, 2022

What do you really, really want?¹ Spice Girls

This Council meeting was pivotal because Havering voted, yet again, for No Overall Control. Minority Conservative leader Damian White was hoping to mop up a few Resident Association (RA) members but failed. Adroit political thinking by Ray Morgon led to an umbrella organization for RAs: the Havering Residents’ Association (HRA). HRA members have decided playing footsy with Conservatives is a mug’s game and they ‘really, really want to be in power’.

HRA face exactly the same challenge as every other minority party. How to achieve a majority? Enter Labour. Labour’s nine votes create a majority but…. Many HRA members dislike Labour which is reciprocated. But… what do they really, really not want? The thought of four more years of Damian White, is helping to focus minds.

The Council meeting was important but had the drama of paint drying.² There were two decisive moments. Firstly, the election of Labour’s Trevor McKeever, as Mayor. Secondly, and crucially, Ray Morgon becoming Leader of the Council.

Instantly the challenges Morgon faces were revealed. He was unable to name a cabinet or chairs of committee and so Council was adjourned. On a positive note, Havering’s four LGA councillor nominees³ showed him building consensus politics.

The adjourned meeting is eagerly looked forward to as it points the direction of travel for the next four years.

Damian White gets the Post-Election Blues

Damian has defeated a challenge to his leadership by a single vote. He was challenged in a WhatsApp message from Robert Benham,¹ who spoke of ‘in-fighting’. He and his supporters lost and the Conservative ‘pot-of-gold’ politics might inflict a punishment beating on Robert and his supporters. Who knows? Damian might be magnanimous and they’ll all live happily ever after.

The galling fact for Damian is that he leads the largest party but needs five more votes. Havering Residents’ Association (HRA) have 20 seats and are negotiating for Labour’s nine votes to create a Friendly Understanding. HRA have 29 votes in sight but that means taking responsibility. HRA like permanent opposition. It’s painless and well-paid. All of which means that they might actually prefer a seductive offer from Damian.

In 2018 Damian mopped up HRA councillors. He’ll try again but this time it’s harder. Why? Sally Miller, John Mylod and Michael Deon Burton all lost. Their fate is a warning to renegades.² Individual HRA councillors might take Damian’s offer. It is, after all, a few thousand pounds, for doing little else than agreeing with him.

Can Damian heal? The challenges will test his mettle. The nest of vipers that’s the Conservative group have had a very public split, which could result in flaky members drifting to HRA. Throwing gold around solves some problems but there are some Conservatives with ambitions. And they’re lean and hungry.

The excitement is building towards May 25^th when a new Administration is brought into being.
