Extraordinary Council Meeting, 30th August 2023

Keith Prince is a Havering and GLA councillor. He chairs the GLA Transport committee, holding Mayor Khan to account. He’s in a powerful and unique position but what does Havering gain?

Havering is the GLA’s Ugly Duckling. We’ve been left out of SuperLoop, didn’t get a station at Beam Park, don’t have good north-south bus routes, electronic bus signs are rarely to seen, and Gallows Corner is a national joke. Keith might be lobbying but he annoys the Mayor. This meeting could have been Keith’s showcase. It was a disaster. His speech (1:33)1 was ill-prepared, badly delivered and showed why Havering gets a raw deal from the GLA.

Virtually every councillor thinks Havering’s air is of unimprovable. Gerry O’Sullivan (1:06) blamed air pollution deaths, in part, on the 1953 Great Smog. Mandy Anderson ((1:09) quoted Boris Johnson bragging ULEZ would make London, “The greatest city on earth.” Dilip Patel (34) got technical with a critique of the Imperial College report. He made important points about tyres and brakes generating air pollution. Reg Whitney (52) said £12.50 was a permit to pollute. He said pollution could stop by 2028 if non-compliant cars were banned altogether, which is an excellent point.

Ray Best’s (1:18) family have 10 non-compliant vehicles.2 Other councillors had personal horror stories but he won. The debate featured hand-wringing about the plight of poor people. Nisiha Patel (53) said her daughter, a doctor, would suffer. Perhaps a generous gift at her next birthday will soften the ULEZ blow.

Frankie Walker (1:25) said London was unfairly treated in comparison to Manchester and Bristol. Trevor McKeevor (1:30)3 quoted a Grant Shapps letter virtually ordering the Mayor to extend ULEZ.

It turns out that pay-per-mile will probably come in after 2030 to replace the money lost from people converting to electric vehicles which don’t pay Fuel Duty.

Stephanie Nunn, Havering’s Mayor, kept the debate moving by being ‘Firm but Fair’.

‘Living in Havering’ Magazine, 23rd August 2023

In 2018 Damian White made the taxpayer funded Living in Havering a Conservative Party newsletter. The latest HRA edited magazine is going the same way.1

Ray Morgon, or is it Gillian Ford?2 has written an article on the introduction of ULEZ in Havering. It’s a biased political statement.

They begin their rant, “The expansion of the zone has been incredibly unpopular in outer-London boroughs.” Morgon-Ford depend on the ravings of Twitter and Conservative propaganda for their opinions. Redbridge Council, an outer-London borough, in their version of Living In Havering,3 place ULEZ as their 8th item in a single sentence, “The Ultra Low Emission Zone (ULEZ) will be Londonwide from Tuesday, 29 August 2023.” Redbridge inform residents about matters of direct concern to them, not party-politics at the taxpayers’ expense.

Morgon-Ford keep on digging,Unfortunately, the scheme is only available to those that live in London, so people and businesses outside of the borough that need to drive in for work, are not eligible for any support.”

They want Londoners to pay for the upgrading of Brentwood residents’ cars.4 HRA want to increase the GLA precept to subsidise Conservative county councils. If they think ULEZ is unpopular, they want to try that one.

HRA’s Living In Havering is taxpayer funded and shouldn’t be a party-political propaganda sheet. If they want to know what a proper Council magazine looks they should read Redbridge Update.

Havering’s Politicians and ULEZ

ULEZ involves explaining complicated science with long-term health outcomes. ULEZ’s costs are brutally simple. Car owners with 18-year-old cars suffer immediately. Therefore, there’s a conflict between short-term pain and long-term benefits. This is toxic for politicians. Havering’s politicians have chosen to placate the ‘victims’ of short-term pain at the cost of Public Health.

Jon Cruddas says1 ULEZ is will be a good idea after the cost-of-living crisis finishes.

Julia Lopez says she wants to continue her climb up the political ladder.

Andrew Rosindell says Havering should exit London and ULEZ

Ray Morgon thinks ULEZ isn’t right because Havering only has a ‘few’ hotspots.2

Their Mutual Problem

No councillor or MP acknowledges ULEZ will reduce Havering’s three-a-week death rate.

No councillor or MP acknowledges 100s of children suffer from lung impairment caused by air pollution.

Havering’s Legal Obligation

Our [the government] landmark Environment Bill places a duty on us to set at least two air quality targets by October 2022, including an ambitious, legally-binding target to reduce fine particulate matter – the most damaging pollutant to human health. We know local authorities are best placed to address the issues they face in their areas. We look forward to receiving innovative ideas for ways to reduce emissions, help communities understand how they can limit their exposure to air pollution, and promote cleaner, greener alternatives.

The impact of Fine Particulate Matter

Havering’s Politicians and ULEZ

Havering’s politicians won’t admit there’s a Public Health air pollution crisis. They deny the science and impacts of air pollution, which are well established. The NHS can’t save the lives of 178 people p.a. and only mitigates child lung impairment. That’s the political challenge.

Havering’s politicians are dodging the decision-making bullet. They’ve made the ‘decision’ to maintain the status quo ante.3 As a result, 100s of children will pay an awful price in impaired lung capacity. Meanwhile older people die gruesome deaths from respiratory failure.

Havering’s politicians are spineless because they never discuss the consequences of their position. They never say how many deaths and lung impairment events are acceptable in their protection of those owning elderly cars. The unstated position is that short-term political advantage is more important than Public Health.

Havering Council Meeting, 23rd November, 2022: Question Time

Resident Association councillors used to ask questions about potholes and such like. Osman Dervish would smile sweetly, pat them on the head and say, ‘Well done’. Drivel, but everyone felt better. Now the roles are reversed. The question is, ‘How well are Conservatives doing?’

The first question was by Keith Prince.1 His question (Q1) was about ULEZ.2 He knows opening questions are routine with the supplementary question being the killer. Cunning politicians put cabinet members3 in a tough spot and score a triumph. I thought Keith would be classy.

Unfortunately, the blind were leading the blind. Barry Mugglestone hadn’t read the ULEZ proposals and thinks, wrongly, it’s about climate change. Even worse he thinks it’s a tax. Barry was reading a prepared answer from officers, who also haven’t read the proposals, or have, and Barry didn’t accept their answer. It’s beyond stupid to misunderstand ULEZ’s purpose, which is, “To help clean up London’s air 

Furthermore “…ULEZ is central to the Mayor of London’s plans to improve Londoners’ health. It will clean up the city’s toxic air, which leads to the early deaths of thousands of people every year.”5 (my emphasis)

Keith isn’t guilty of misunderstanding. He’s playing politics. On this occasion he ranted about taxation, which he knows isn’t true.6 He then made progress. He said if people driving 18 year old bangers are charged £12.50 a day for destroying people’s health, Havering’s businesses will collapse. Keith doesn’t have a grip on economic realities.

The principal purpose of ULEZ is saving lives in Havering.

Addendum: Question allocation

If the Administration believe that ULEZ is about climate change why wasn’t it given to Climate Change cabinet member Keith Darvill to answer?

Havering, ULEZ and Public Health

Government intervention in urban Public Health began in 1835 when councils were permitted to build pavements and charge them to ratepayers. 120 years later The Clean Air Act was passed by a Conservative government to stop thousands of preventable deaths from air pollution. The Great Smog, 1952, slaughtered Londoners adding to the normal annual toll.

The 1956 Act banned traditional open coal fires and turbocharged the switch to central heating.

The Clean Air Act was transformative, with housing changed forever. There were significant costs during the transition period. But! Tens of thousands of lives were saved and Londoners lived longer, happier, healthier lives.

ULEZ stands in this tradition. “The ULEZ is central to the Mayor of London’s plans to improve Londoners’ health. It will clean up the city’s toxic air, which leads to the early deaths of thousands of people every year.”2

The Great Smog of 1952 was a physical reality. Parts of London came to a halt with choking polluted air and very poor visibility.

21st century air pollution is invisible, though deaths are unpleasantly real. Three people a week die in Havering from air pollution. Deaths are the gruesome tip of a toxic iceberg. Thousands of people suffer respiratory problems which ruin their everyday lives.

During the transition to EV vehicles, ULEZ is a small and important step. It stands in a long Public Health tradition stretching back to 1835.

Romford Conservatives, Sadiq Khan and Clean Air

Romford Conservatives are unhinged. They’re opposing Sadiq Khan’s Clean Air policy because it’s a Labour policy.1 This is political immaturity at its worst. Air pollution causes debilitating illnesses like asthma. Romford Conservatives are defending clapped out 17 year-old bangers to make a political point. And their ‘political’ point is:

We Really Don’t Like Labour And Especially Not Sadiq Khan.

For a once great party to be reduced to petty childish opposition to a Public Health programme is shocking. Winston Churchill (see Addendum) would have been astonished. Clapped out bangers are being charged for the health risk they pose.

Every London Mayor, including Boris Johnson, uses the pricing mechanism to achieve policy objectives such as controlling car parking.2 It’s very effective. Surging demand for electric vehicles demonstrates this. They’re subsidised directly,3 ULEZ is the other side of the coin.

Air pollution is invisible but real.4 Air pollution causes long-term illnesses in young children and the elderly. Havering Council monitors air pollution throughout the borough, especially near schools.5 Romford Conservatives are opposing their own policies by opposing ULEZ. Their immature opposition is demeaning.

Addendum: Clean Air Act, 1956

In 1953 Winston Churchill’s government initiated the Clean Air Act.6 This act was hugely disruptive, and expensive, but absolutely necessary. The ULEZ programme is a 2022 version of Churchill’s Clean Air Act.  It’s harder to sell because air pollution is invisible unlike the smogs of the 1950s. They share one thing: without these policies Havering’s children will suffer unnecessary ill-health.
